Is it just me or ar the cops just trying to give anyone a fine for anything without warning these days?

does anyone think cops are unfair i got a $253 fine for resting my arm just outside the window on the door and i also got another fine because the car i was driving the tires were a little bit bald and when coming to a stop sign i skidded not even half a metre and the cops saw it nd decided to give me a fine for something does anyone think this would be a win situation in court because i cannot get this fine i cannot afford it or cannot afford to loose any more points i need my licence cops just hate me cuz i hate them
