How do you put yourself up for adoption?

my family isnt as bad as some but i am scared of them and i have a hard time in my life. I dont like living my life lke this. Ive thought about adoption alot but i dont know what to do. Im only 13 so i dont think i can take legal action. Im not abused but i hate being in the place im in.
